Training seminar for judges at courts of the first instance
On January 31st 2003, for the first time a training seminar for judges at Tbilisi courts of the first instance took place at the new GTZ premises. About 12 judges as well as two members of the Council of Justice took part.
The training was conducted by the presiding judge of the Bremen district court, Dr. Hein Bölling who has been engaged in training for judges in Georgia for a number of years. He had already conducted numerous seminars, mostly for judges at the supreme court, but also judges at lower courts, both in Tbilisi and in the regions. Thematically, the seminar was dedicated to the judge's method of working as well practical hints concerning everyday dealing with cases. The participants discussed these issues animatedly. The seminar was based on the textbook on the civil court judge's method of working - a collection of concrete cases, including a general theoretical part.
In addition, the participants had the opportunity to discuss with the trainer concrete problems of their everyday work which touched civil proceedings law.
On the whole, the seminar was of a high calibre in every respect. It revealed a positively high level of knowledge and education of the judges who demonstrated a strong commitment to their everyday work. The participants connected this high level not least to the training courses which had been carried out in the past years, especially those conducted by the GTZ.
By now, the training services for judges were extended substantially. Now also Georgian trainers conduct seminars in cooperation with the German experts.
