Within ten years of attaining independence, Armenia managed to introduce a constitutional and legal framework that essentially conforms to a democratic system based on free market economy. On the legislative level, the central task now is to pass further laws in order to reinforce the intermal strengthening of Armenian democracy, through methods such as the creation of assembly, party, and administrative laws. With Armenian's admission to the Council of Europe, further laws need to be adapted in order to facilitate the development of closer ties to the EU.
The GTZ advises Armenian experts in the implementation of the above-mentioned laws. In order to establish basic conditions for the executive and the administrative courts, the GTZ supports Armenian experts
in developing an administrative legislation and building up administrative institutions. Parallel advisory services are rendered on planned laws, such as the insolvency law.

Like in the other countries of the South Caucasus, the introduction of reform laws is followed by their implementation. Applying reform laws in accordance with the rule of law requires appropriate skills on the part of the judiciary and the executive. In this context the GTZ supports measures to train legal experts and executives.
