Within the framework of this project, GTZ activities are dedicated mainly to such areas that are part of the responsibilities of the Ministry of Justice. The focal point during the first phase of this project was the consultation on planned laws in 1993, chiefly in the fields of commercial, private and administrative law, as well as proceedings laws. The GTZ carries on giving advice in those legal disciplines where implementation of laws is not yet complete. At present, German experts develop necessary draft bills and amendments in the fields of criminal proceedings and enforcement law, as well as legal education.
Crucial laws for the transition to a democratic legal system orientated toward rule of law and free market economy are already implemented. In order to guarantee the application of the new laws, during the current phase training is promoted most of all, e.g. in the training centre for public servants in the Ministry of Justice.
The aim of the seminars is to impart methodical abilities and knowledge of applying reform laws in accordance with rule of law.

Support of the creation of specialised legal literature is rendered through contributions to printing costs, assistance in legal commentaries and elaboration as well as publication of textbooks in Russian and Georgian.
In addition, measures are taken to make the contents of reform laws known to the public, with the aim to promote broader acceptance of these laws. The duties and rights that reform laws provide as well as the mechanisms for their enforcement are explained.
