The aim of this GTZ project is to promote supraregional cooperation in the field of legal reforms and thus contribute to crisis management and the reduction of conflicts. This conforms to the "Caucasus Initiative", which was initiated by the Federal German Minister for Economic Cooperation and Development, Mrs. Wieczorek-Zeul in April 2001 and supports regional cooperation between the countries of the South Caucasus with additional funds.
Since the collapse of the Soviet Union, Armenia, Azerbaijan and Georgia have been confronted with the task of creating independent states with an economically, socially and politically stable and workable social system. With the passing of constitutions in these countries the fundamental decision was established to return to a continental European legal system. The transitional phase revealed that, despite their internal differences, the three countries face
comparable difficulties.

Since independence, all the three countries have gone through the difficult transitional process from a government controlled and planned economy to a social market economy.
Since there are differences between the South Caucasian states regarding the progress of reforms, a coordinating project suggests itself, within the framework of which the community spirit and the cooperation spirit can be strengthened by learning from each other's positive and negative experiences.
