The GTZ project
Legal and Juridical Reforms in the South Caucasus
On the behalf of the Federal German Ministry for Economic Cooperation and Development (BMZ), the German Technical Cooperation
(GTZ) carries out several projects in the transitional states of the Caucasus in order to support legal reforms in Georgia, Armenia and Azerbaijan.
For this purpose, in addition to the one in Bremen,
the GTZ has established an office in Tbilisi, Georgia located at the Georgian Ministry of Justice. There are two more project offices in
Jerewan, Armenia, and
Baku, Azerbaijan, where bilateral cooperation is coordinated.
In the current phase the projects address for the most part Georgian, Armenian and Azerbaijani legal experts, especially judges. Training, seminars and the elaboration of specialised legal literature are ways to apply reform laws in accordance with rule of law. In order to establish legal security it is necessary to inform the population about the content of the laws through relevant publications and the press. Legal advisory services in the field of introducing new laws and revising existing laws are not fully completed.
